Where to Stay for Sipadan: Mabul vs Kapalai vs Semporna?
Nobody sleeps on Sipadan; the resorts left the island years ago, and the reef is healthier for it. So the real pre-booking question is which of three bases suits you. I've slept extensively in all three, occasionally in the same week, and they are genuinely different holidays.

Mabul: the all-rounder island
Twenty-odd minutes from Sipadan, ringed by the best muck diving in the region, and offering the full spread of accommodation from backpacker longhouses to proper luxury resorts. You get a real island: village life, sunset decks, house reefs, and dive centres of every flavour. If you can't decide, this is the default for a reason. My bias: macro photographers should base here regardless of budget, because Mabul's own sites justify the trip on the days you're not at Sipadan.
Kapalai: the sandbar on stilts
Not an island at all: a resort standing on stilts over a submerged sandbar, water in every direction, chalets over turquoise. It's the honeymoon-photo option and the quietest of the three, with an excellent easy house reef and dusk mandarin fish a short swim from your ladder. Kapalai suits couples, snorkelers and anyone whose ideal evening is water sounds and no scooters. Trade-off: one resort, one restaurant, no village to wander.
Semporna town: the budget gateway
Staying in town and boating out daily is the cheapest route to these reefs, and the town's food scene is honestly underrated. The trade is time and swell: 45-plus minutes each way to the islands, early starts that are even earlier, and a base with no house reef. The permit question, honestly
Here's the part brochures blur: Sipadan permits attach to operators, not to islands. What matters is booking with an operator holding a real daily allocation, and staying enough nights to be scheduled into it, usually three nights minimum, comfortably two island days on four or five. That logic applies identically whether your bed is luxury, stilts or town. Which is why the honest first question isn't "which island" but "which operator, how many nights"; luxury and budget routes both get you there.
The verdict by traveller type
Photographers and divers-first: Mabul. Couples and snorkel-heavy pairs: Kapalai. Tight budgets and short windows: Semporna town. Groups that can't agree: Mabul, and stop arguing. Families lean Mabul or Mataking for the beaches and the room configurations; pure non-divers being towed along by a diving partner are happiest on Kapalai, where the snorkelling starts at the bottom of the steps. Solo travellers report the friendliest dinner tables on Mabul's mid-range and budget places, where communal meals do the introductions for you.
